Institute of Chartered Accountants has circulated the Gazette of Pakistan Statutory Regulatory Order No. 1211 (I)/2018 dated October 5, 2018. with following quoted cover text.

QUOTE: The United Nations Security Council (UN Security Council) vide its Resolutions directs to apply travel restrictions, arms embargo and to freeze the funds and other financial resources of certain individuals and entities. The UN Security Council maintains a consolidated list of such entities and individuals, which is available at the Al-Qaida and Taliban Sanctions Committee’s website, and can be accessed at the following links (The Sanctions List currently contains the names of 263 individuals and 83 entities and was last updated on 4 October 2018).

 These UN Security Council imposed sanctions are required to be disseminated and implemented by all member States, and all member States are obliged to:

  1. Freeze without delay the funds and other financial assets or economic resources, including funds derived from property owned or controlled directly or indirectly and to ensure that neither these nor any other funds, financial assets or economic resources are made available, directly or indirectly for such persons’ benefit;
  2. Prevent the entry into or the transit through their territories ;
  3. Prevent the direct or indirect supply, sale, or transfer of arms and related material, including military and paramilitary equipment, technical advice, assistance or training related to military activities, with regard to the individuals, groups, undertakings and entities placed on the Consolidated List.

 In this regard, the Government of Pakistan under the United Nations (Security Council) Act 1948, gives effect to the decisions of the UN Security Council whenever the consolidated list maintained by the UN is updated. The Ministry of Foreign Affairs (MoFA) issues Statutory Regulatory Orders (S.R.Os) from time to time to provide legal cover for implementing sanction measures under the Security Council Resolutions. Pursuant to the additional update made to 1267/1989/2253 ISIL (Da’esh) and Al-Qaida Sanctions Committee of the UN Security Council, as of 04 October 2018, MOFA has issued latest S.R.O 1211 dated 05 October 2018, which is enclosed for your information and necessary action (if required)” UNQUOTE
